The infrastructure projects of the National Development Plan 2024–2028 form the backbone of the economic transformation of the Central African Republic.
Targeted large-scale projects with nationwide impact are being developed in five key areas: energy, mobility and digitalisation, agriculture, the environment and raw materials. The projects are improving people's living conditions, connecting regions, creating new markets and tapping into the country's enormous, previously unused potential.
Energy for Development
New hydroelectric power plants such as Boali 3 and BAC/Lotémo are doubling electricity capacity and stabilizing Bangui. Mini-power plants and hybrid grids are bringing electricity to rural areas for the first time.
A new fuel depot is strengthening supply security nationwide.
Education and Infrastructure: Digitalization and E-Government
The Central African Republic is investing specifically in digital infrastructure to improve access to information, markets, and government services.
The expansion of a 3,000 km fiber optic network will connect all prefectures.
A new biometric identity system (SNID) will form the basis for e-government, secure elections, and financial inclusion. In addition, a nationwide digital television network based on the DVB-T2 standard will be built to better inform and connect the population.
Resources & Circular Economy
The Central African Republic is investing in sustainable resource use: New maps and laboratories are improving access to natural resources. Gold and diamonds are to be processed locally. Waste and water treatment, as well as biomass power plants, are promoting health and climate protection.
Agriculture & Food Security
Despite fertile soils, productivity remains low. A mechanization initiative is modernizing 150,000 hectares of arable land. New irrigation systems in the Ouham Valley ensure year-round harvests. Agro-clusters around the SIAD center are creating local added value, training, and jobs.

In spring 2025, the Central African Republic (CAR) invited numerous development partners and international investors to a high-level meeting in Washington, D.C., USA. On the sidelines of the IMF and World Bank Spring Meetings, the event focused on the presentation of President Prof. Faustin-Archange Touadéra's vision for transformation, as outlined in the National Development Plan 2024–2028, and the announcement of the upcoming investment roundtable in Morocco.
The conference was chaired by the Minister of Economy, Planning and International Cooperation Prof. Richard Filakota and the Minister of Finance Hervé Ndoba.
World Bank Administrator for the Central African Republic, Harold Tavares, World Bank Vice President for West and Central Africa, Ousmane Diagana, Vice President of the International Finance Corporation (IFC) for the Africa Region, Ethiopis Tafara, Vice President of the African Development Bank (AfDB), Mnema Nwabufo, Regional Director of the IFC, Dalhia Khalifa, commended the development prospects of the Central African Republic and reaffirmed the commitment of their respective institutions to support the implementation of the PND through substantial financial resources.

During the African Caucus Conference in Bangui, Pr. Richard Filakota (Minister of Economy, Planning and International Cooperation of the Central African Republic) spoke in an interview about the current situation and development opportunities in his country. He highlighted the prerequisites for sustainable progress – particularly in the area of infrastructure – as well as the strategic vision for tapping the country's great potential.
The Central African Republic has rich natural resources and covers about ten percent of the Congo Basin. The country is looking to the future with new self-confidence. According to Filakota, Africa is on the cusp of a new era, rich in opportunities that must be seized with courage and strategic vision. The video of the interview can be found here:

On the occasion of the high-level meeting to present the Central African Republic's National Development Plan 2024-2028 in Washington DC (USA) on 24 April 2025, the Minister of Finance and Budget of the Central African Republic, Hervé Ndoba, made a statement focusing on the country's medium-term prospects and potential.
